It may not be a bug. I learned this the hard way. I've made a sorcerer and when i started the game she couldn'e even cast level 0 spells. From my experience in 2nd edition D&D i raised her intelligence up to 17 so that she would cast all the spells but i missed something. You see sorcerer primary stat in 3rd edition D&D is charisma and not intelligence. So in order for a sorcerer to cast spells he must have a minimum 10 of charism. this is how it works: to cast level 0 spells need charisma 10, to cast level 1 spells needs charisma 11, etc. So your sorcerer must have a minimum of 15 charisma to cast 5th level spells.
