Have you ...

Got the Broken Torq fixed in the house of gems?

If so walk to the centre or the Ampitheatre in the Speculum to get to the catacombs

Might Spoil

The speculum Grounds is the place you first visit when you ascend from the Dwarven Dungeons and from the Hall of Light, there is an area there that looks like an Ampitheater, if you have the complete Wizard Torc a portal will appear there that takes down to the Catacombs. In order to fix the Wizard Torc though you have to visit Ironbar in the House of gems (the ghost there). He will fix it but only after you destoy the spawn pool there. Hope that helps.
