Trouble in the Lower Ward

I'm currently running the errands for Giltspur in the lower ward and I've encountered an issue of some sort. After delivering the letter to Penn in the Print Shop and getting back to Giltspur he isn't offering me the follow up to deliver a note to Keldor at the Great Foundry, anyone know why this is happening? Is there a special dialogue option of some sort? Maybe a charisma check? (as that is my lowest attribute at the moment) And is there any way into the Foundry without doing that particular quest? Any help would be greatly apreciated.

Oh, btw I'm running the 2 cd version (already officially patched) and I have no unoficial patches installed.
