Arcane spells are magic spells as opposed to holy/divine spells. Clerics and paladins use divine spells, as their spells are gifts from their god, where as classes such as mages/wizards or sorcerors, for example, use arcane magic/spells.

If the prerequisite for a PrC says something like: Ability to cast Arcane Spells, then you need only ONE(1) level of either Wizard or Sorcerer.

If the PrC Says something like: Ability to cast Third level Arcane Spells, then you need 5 levels of Wizard (Third level available) OR 6-7 Levels in Sorcerer (Sorcerer gets The levels slower than does Wizard).

Yes, you would need to multiclass, but not totally.

If it's not clear, rangers can cast spells, but their spells are divine spells. The manual lists what kind of spells each class gets, if they get spells at all.

If you want to be an arcane archer, then a level of bard should work as well, and that might be more useful.

If you are playing MotB, and able to go to epic, then I suggest going Wizard/Ranger/Arcane Archer. This can be a pretty powerful build.

Just a note, the main difference which separates Arcane spells from Divine ones, is that the Arcane spells are disrupted by armor and shields, whilst a divine caster can get away with being a tanker at the same time.
