Strength damage modifier

When you use a two-handed weapon like the halberd, you are supposed to get 1.5 times your normal strength damage bonus. But how does this work if your ability bonus is an odd number? Is the result rounded up or down? Or some other way?

If you have a STR mod like +3 or +5 you will have 1.5 times your STR mod to DMG rounded down( in this case +4 or +7)
If you want high DMG bonuses with 2handed weapon you must have STR greater than 22. With high STR <red tiger amulet +4, belt of giant strenght, gauntlets of ogre power> you will do a lots of dmg with greatsword, greataxe, heavy flail, etc.(ca.+12 or even more)
