Request for assistance, why henchmen will not level up (none of them!)

Folks,

hope all is well.

I need some help here...I am enjoying a very good game here but am having a bit of a problem. My character is at 19th level and no henchmen will go above level 13, I am not sure if a bug or a crash did this, but it seems like none of the sidekicks will level up beyond 13...is this supposed to happen, or something else...
not that the levelling up is totally critical as I can play a bit more strategicially here....but what's fair is fair, and I do not want the last stages of the game to be unduly difficult if avoidable.
please advise if anybody has soltuions for this or if encountered a related issue...

The henchmen won't gain more levels after level 13. However, I think that some of the henchmen in my game was on lvl 14. but that might just be what I think.

My henchman Sharwin is in level 14, don`t know if we would have level up again, but we finished in levels 16 and 14 respectively.

In the OC the henchmen's max level is 14.
