What does the pickpocket skill actually do, since you never steal anything??

never steal? - What do you mean? You need to use the skill to be able to steal something.

Even as a rogue, in a succesfull pickpocket, i never got to steal something, target does not have items or gold is each and every answer
At first I thought that this was only applied in chapter I, but guess: nothing in chapter II, nothing during battle
Hence the question, what gives?

Just find someone who does have items.

If I'm not wrong you can steal the note you give him and then you can give it to him once again: no more exp, but some money.
