NWN Angry Shopkeepers (mild spoiler)

At the end of the Chapter 2 finale in Luskan, I went to purchase the Greater Belt of the Archer before moving on to Chapter 3. I had already cleaned out the Arcane Brotherhood's tower and needed only to meet with Aarin Gend before moving on.

Oddly enough, I could not purchase any additional materials. Every shopkeeper was hostile to me and attacked on sight, including the smith and the gentleman whose fabulous contrapulator I had repaired. I earned some nice XP from defeating all of the Guardian Golems and the smith, but never did get the belt.

My alignment at the time was lawful (85) good (100) at the time, so I'm not sure what was triggering the attacks. Also, I didn't have any alignment shift after slaying all of the town's merchants. Apparently, the fact they they were hostile first affected the propriety of attacks.

Has anyone else had this happen? Any ideas?
