Why do you want cheats? Ruins the whole game, imo. The object is to choose a race/class you feel you can work with, and take it from there. Adding in skills by cheating is ... sad. Imo.
actually you can but it takes a bit of script work and you have to make your own mod world to get them (unless you really are good at programing then you can change the single player game but that takes a long time and the mod is just easier)
