Foundation +4 (BUG)

Have anyone else experienced that Foundation +4 ( the light flail) can't be sold? You can sell the other foundation flails but not the +4?
I have my game patched to 1.64.

The simple answer to this is that that flail is accidentally engine-flagged as being a "plot item".

It actually isn't, of course - so either it was a part of some miniquest that was scrapped from the game before it went public (unlikely) or it is simply due to a small developer mistake (very likely, especially since the toolkit lists it as a part of the standard item list and not as a part of the quest-item one).

There are some mysterous plot-item marked items in the game, and as Zel G. up here says - it is likely it (they) where part of a scrapped quest or simply a mess up by developers.
Luckily - money isn't much of a problem in the game
