Dual- Wielding Rapiers

I have a question regarding the classification of rapiers. The manual says that due to their light weight, rapiers are considered to be small weapons when it comes to dual- wielding. However, I noticed that it makes a difference in the stats if my Bard/Fighter/Rogue dual-wields a rapier and a short sword or two rapiers. Is this a bug ?

In Pen and Paper, you would be able to do it. However, in NWN you can't. It's not really a bug, just Bioware messin' up once again.

Is it possible to change some value so that in the single player game there is no penalty for dual wielding rapiers?

I doubt it can be done by meer scripting or modulemaking.
My guess is it requieres alteration of game files.

But that is a question left up to the peopel that have more expereince with makine modules then me.
