i have a level nine character what chapter should I start in? on the official campaign

You mean the original neverwinter nights moduel?

I was 11 when i got to chap 2 of the original campaign. But with a henchman to help a lever 9 character won't meet with much problems either.

Skipped SOU, so i can't say anything about that.

Yes. I think it could be a good level, but consider this: if you're too high a level, you gain less exp from monster killing; if you're too low you gain a lot of exp from it, but you can die quite easily. It depends o what you are ready to risk.
