Skill Points

Hello all,
I just picked up this game a couple days ago, and am already starting my 2nd character (the first chose too many spell disciplines as Tag skills, most of which I never used). My question is, what determines how many skillpoints you get per level? My old character was getting 19 before I picked up a perk to get an extra 2 per level, but my new one is only getting 14 (18 -4 for Gifted). Is it derrived from stats?

Intelligence detirmes how many skill points you get. If you have 15 int then you get 15 skill points

Actually, I found recently that it's 10+Int (I've rarely seen any stat go above 10. My luck is that high, but that's after a perk that gave +1 to all stats, and 2 potions that permanantly raised it)
