Will Save at -2

Some spells have a save with a modifier to the saving throw, for example Feeblemind is a "Will Save at -2".. does this mean their saving throw is modified by -2 (eg roll of 10 becomes 8), or the DC is at -2 (eg DC of 10 becomes 8)? In other words, is -2 harder or easier to save than normal?

It's towards them, meaning they have the -2. DC's are always like that, so they will either say "Will save at -2" meaning they have a -2 to the save, or "Will save +2" which means they can resist it easier (And that does come up in normal DND at least, for suggestion spells and such, but I haven't played this game in so long so I don't know what spells they have that would give the enemy a +2 save).

The -2 is applied to the save, meaning it is harder - it works on the same principle as stat-based saving throw bonuses or penalties.

Chaos is an awesome spell because it is a -4. Horror gives a +3. Black Blade of Disaster gives a +4.

Yeah.. just got Chaos with my Sorceror, saw the +4 AoE Crowd Control, and thought

Some spells have different effects for different "Hit Dice".. how do you tell how many hit dice a creature has?
