Depends for what. For damage you should choose the second one but if your characters have trouble hitting then go with the first one.

Compared to Big Deaths average damage of 10 the Shocking Bursts damage of 7,55 is somewhat behind, but you can use it with a shield, it causes elemental damage and you get much better chances to hit and to overcome damage reduction.

So I would take the Throwing Axe of Shocking Burst.

I don't remember if in IWD II the enchantment bonus applies to damage done too, but if so, Shocking Burst becomes superior in average damage.
