it says that:
small blades BAB+1

and it can use dex instead of str modifier on attack...


does this automatically uses dex if it is higher or do you "set it" to str or dex somehow?

if you have to set it like "expertise/power attack", then how? (i cant see how or where it says its using str or dex right now)

Nope, it's automatic if you use a small blade (If your dexterity is higher than your strength that is).
