is there a talking item in IWDII like lilircor in BGII: SOA

I don't think there is a talking item in IWDII. The closest thing you have is Screamer (HoF version of Screaming Axe). When you throw it at the enemy, your character will say 'Incoming!' and the target will say 'Gotcha!'. The non-HoF version does not possess this trait.

Screamer is purchased from Conlan in Kuldahar in Chapter 5.

Remember, only the Heart of Fury version actually has the aforementioned trait.
