Special races

If i choose a character from one of the special races, does that character has the ability to get to level 30 or are they implicitely caped at 29 or 28 because of the level equivalent rules?

Ie a Drow has a level equivalent on 2 so it needs the xp to get to level 5 to actually get to level 3. So what happens to get to level 30?...Need the xp for 32 or the game has the xp caped at 30 so the Drow cant exceed level 28?
