maximized attacks:4 ranks in Concentration?

The feat "maximized attacks" requires 4 ranks in Concentration. Is that 4 with or without the constitution bonus?

ok,thanks. Well, there`s quite a while before my halforc fighter will get it then, even though he has 18 constitution. He gains only 1 skill point per level, one concentration rank costs 2 skill points. But he has nothing else to spend the skill points for anyway so what the heck..
