If my cleric is True Neutral, does that mean she can't turn undead?

What's the default turning ability for a True Neutral cleric? Do the dead get blasted away or do they become followers or does nothing happen?

I'd guess that they get blasted (at high levels) or turned (at low levels), but I haven't tried it out.

I believe Neutral clerics act as Good clerics in terms of abilities and many of the spells they are allowed to cast. So Undead would be Turned/destroyed.

Correct. The turning effects are the same for good and neutral clerics. The only real difference between them is one (very minor) bit of dialogue XP and access to certain spells.
