How to get from Severed Hand level 3 to level 4

How do you get from Level 3 to Level 4 in the Severed Hand...? The walkthrough doesn't say where the exit is, and all the stairs and elevator things keep going to the same place. What gives?

Level 3 ?
Let me check.....
Its stairs, not that those stairs are not in the middle or in a room, its in the south area and in the center.
See the y in the Gamebanhsee walkthrough its near that area, it goes up.
