Is it possible to start Heart of Winter without having to go through all of Icewind Dale again?

Yes, just insert the HoW disk, and click new game. Import any characters you want.

If you want to start a new game of HOW w/out chars. to import, you can import the pre-made chars. That way they will be lvl 9 and higher and have good equipment.
