Why Can't Players Control a Party

Why not parties like the BG series?

Why can't modules be created where one player can import or create an entire party? Like Icewind Dale?

    ...not only is the game designed to scale in difficulty dynamically based on the "power" of the PC(s) playing it, it also balances based on their class(es). So, if you are playing a PC with no healing abilities/spells for example, you'll find a greater number of healing items amongst to loot and you'll encounter a greater number of helpful NPCs that can heal you as well, both the type that can join you in your journey and the type that you just pass by. The over all adventure stay the same but the details vary to fit the character.

    As for Fallout 1&2, in them you had NPCs that would join you, but you had limited control over them as will be be case in NWN. You could do things like instruct them to guard you or to be aggressive or to keep a certain distance from your PC but the computer ran them beyond that.
