The guys over at RPGVault have written up
a preview of Bethesda's TES: Construction Kit for the upcoming Morrowind. Here's a bit of what they had to say:
Bethesda boasts that the Elder Scrolls Construction Set is the very same tool their developers use to hand place every single object and create content for Morrowind, and it is very hard not to see its capabilities and sheer power in this respect. Granted, some will use it solely as the ultimate cheating tool and some could argue that creating a game isn't quite the same fun as playing one, but this time, you cannot dispute the marketing hype - with the Construction Set and a little time, Morrowind can become exactly the kind of game you want to play. Do rats appear too often? Delete them in your plug-in. Can't get around a certain monster? Place a required item or weapon on the ground in front of him. Not enough vendors in the swamps or the ashlands? Stick a few in. No problem. With enough enterprising players out there, there is no reason to think that the third Elder Scrolls game won't match or even exceed the longevity of its predecessors.
