I wouldn't say that's all that new. Heck, combat in any newer BioWare game is as dependent on player skill as it is on character skill, like Jade Empire.
I think the physics make the biggest difference. I hope they fix the balance before release, tho'. Now I can just start a new game, get a mount and defeat pretty much any enemy as long as he's not mounted or carrying a spear. I know cavalry is better than infantry, but that difference is a bit ridiculous.
At least they unmounted the Hired Blades, those were seriously overpowered.
