The article is written by the "PlayStation Editor" and it is aimed at the console-minded consumers and other "FPS dummies".
All juvenile statements the author made about hats and "better gore" belong to him, not to Bethesda.

The funny thing is, many interview and preview gives the reader a image that the whole Bloody Mess thing was actually Bethesda's idea, even though it was already presented in all Fallout games by BlackIsle...
And so far Bethesda hasn't done much to correct the impression...

For all that FPS games are supposed to be mindless shooting games, I wouldn't mind seeing even one NPC character with Alyx Vance's level of character. That said, HL2 is a special case.

Comparing Oblivion's setting to Fallout's does seem like comparing Arthur C Clarke to Tolkein. Oblivion suffered due to over-hyping of features that were abandoned - I hope Fallout 3 doesn't fall victim to the same problem.
