Stuck in Military base

I am really close to finishing the game. after I conquered The Navarro Base
( By killing everyone inside, I went to the military base to get chips for the Brother Hood Of steel computer. i was at the military base before. when I got there, a map apeared and i clicked on Level 2 . Now I am at Level 2 and I cant use the elevator! I click on it alot of times but nothing happens! Is there a way I can teleport myself out of the military base?

Did you repair the pwer generator when you were there last time? Either way this sounds like a bug, 'cause if you did, it should work, and if you didn't, then you shouldn't be able to even get to level 2 right away.
About teleport, I don't know any official or cheating way to do that. The only solution I can think of is to download earlier game. Hopefully it doesn't go much back.
