I haven't played F2 for awhile, but as far as I know, the green memory module is in Military Base, right? It should be on the second level in the room at the corridor which leads to a bunch of super mutants. I think there's an AP rocket on the floor in that room too.
There is another locker which contains a memory module. It's one of the two lockers located in the Sierra Army Depot (You can only get there by accepting a quest from Mr. Wright) on the first level in the bottom right part of the screen.
As for the water chips, you don't need them in Fallout 2, but it's a main quest item on Fallout 1. You'll find a bunch of water chips in crates located in Vault 8 (Vault City).
And the final one, when you travel by car, you'll get less encounters because you simply travel longer distances in a shorter period of time. I think the chance to get an encounter depends on time, not on the speed you move. So, when you move, let's say, 5x faster, you'll get 5x less encounters on the same distance.

Mr. Pastorius already stated where to find this, but didn't answer your original question. Green Memory Module is used in BoS base in San Francisco, bottom left corner of the first area. You must do a job to the guy in front before, though. Memory modules are used to raise you stats, different colours raise different stats by one. Green module raises your Perception.

As Mr. Pastorius already said. I just want to add that even though most players think that when their character goes ultra fast in the world map, they actually don't miss much encounters, because the game time doesn't change, only the speed the time does.

Heh, thanx very much. I just try to make the game moer fun to all new players or to players who have troubles in completing things...

The box with water chips is a reference to Fallout 1. Spoiler (highlight to read): it contains really a lot (IIRC like 200) Water Chips which were 'meant' to be shipped to Vault 13 but ended up in Vault 20 (?).
