pipe rifle

Hello, I played Fallout 2 all the way through a long time ago and decided to play again. For some reason I can't use the pipe rifle in combat. I can equip it and load it, but combat options don't appear when an enemy is in range. I'm sure I'm probably overlooking something silly, but I never had this problem when I went through the game before. Amy suggestions?

Any broken arms which prevent you from using it?

Could you post a screen shot or something illustrating the issue?
