Help with Resting

i've long since lost my FO2 manual but decided to reinstall it and replay it a second time.
but i'm stumped on something. how in the world do you rest in FO2?
when i pay someone for a room, nothing happens. is there a "rest" key i need to use?

Just enter your PIP-Boy, and then click the bell symbol at the top. You only need to find a place where it's allowed to rest.
