First, welcome to GB
Hope you enjoy your time here.
Second, about your problems. For patches to Fallout 1 you can visit
www.nma-fallout.com . THere is good selection of patches for Fallout 1, 2 and Tactics. You can find those (If I Remember Correctly) when you push Community -button and then selecting downloads from appearing list. Then just select the game and there you are.
About Fallout 2 problem. Have you tried to install newest patches? Have you reinstalled it? Also in what condition is the cd? These are the things I can think right away, but If I remember correctly there is thread about this problem in Fallout 2 section, you could try to search help from there also. It may not be at the first page of thread list, but I think it's still there.
