Help Getting Water Chip/ Dogmeat

I need help getting the water chip from Necropolis and getting Dogmeat for that one dudes house...

Dogmeat: Approach Dogmeat, and give him some food, that worked for me. Maybe you also have to dress as the guy who lives in the house (Leather Jacket, if i am not mistaken)
