Gifted should get an exp penalty IMHO, with or without the skill penalties. Perk-wise, it will be fairly balanced as gifted players will get some of the better perks, but get less and can't get the higher level perks.

Horrigan isn't that hard unless your character uses heavy weapons. I swear, other than chunking groups of low level random encounters, those big guns are useless in FO2. That pyromaniac perk is no help either. How can a direct hit from a rocket hit knock someone down only to have him get right back up??

Seriously though, as long as you have the turrets on your side, all you have to do is stay alive long enough for the turrets to land a few of those whopping 100+ damage critical hits they tend to do.

Um....isn't the bozar the most effective weapon against Horrigan?

That depends severly on your character.
As stated above I didn't even have to use the turrents to wack him good.
Pulse Rifle all the way for me and he only hit me for minor damage and didn't get many shots of at me.

So if you're proficient in energy weapons and sharpshooting, Horrigan's easy? Whoa. That's new info to me I've got to learn how to 'not use burst weapons only'.

Ah, bozar. I don't quite remember using that, seeing as how I haven't played the game in a while. Probably what happened was I forgot to get it that game as I was in a rush to finish it so I could start playing BGII:TOB. Anyways, from what I can recall, most burst weapons don't work well against Horrigan and his power armoured goons, something to do with damage threshold I think. Oh wait, or am I confusing them with the robots from Tactics? Anyhoo, gauss/pulse rifle w/ targetted shots and a really good crit chance (finesse trait, sniper perk, high luck) usually works for me, or gauss/pulse pistol w/fast shot trait and increased rate of fire perk.

Most enemies from Super Mutants to the mutant monsters and enclave soldiers fell to 1 or 2 aimed shots (most often to the eyes due to huge crits) with the Pulse Rifle and a sniperish char.
It is by the numbers the highest damageing weapon in the game.

My characters have even 1-shot Super Mutants with the Magnum .44
Fun when your small hand gun blows a big chunk out of a Mutant
