Fallout 2 Unarmed: Running enemies?

When I have a high Unarmed skill point score, my enemies run instead of fight me. it's VERY frustrating.
Isn't there somesort of a patch/mod to fix that?

I think it's because I have 300% Unarmed, Dodger perk, the perk which makes you punch faster and the perk which gives you more AC every turn. Someone on the Interplay forums told me that if the enemies haven't got a chance of hitting you, they won't even try. When I have used all my AP's, I have 70 something AC.

If it isn't... Yes, and i'm pretty sure you can do that from the start.
