F2 - Some things just don't work.

I've been having some problems lately, I've noticed it mainly in NCR....For instance Jack whines at me rather than threaten to blow up (I did repair the computer *by accident* before he got in...) and The Hubologist Won't start a dialogue with me just she just talks about me having to continue on my road of enlightenment.... These aren't the only thing, but is this a bug? And How can I fix it?

I have almost the same problem in the NCR when I come to the place where Jack used to be a police officer on the corner of building next by starts to atack me and I don't know why?
