First, have you checked which version of the game you are playing; US, UK, LEV, or some other? You can only use US patch to US version, UK patch to UK version and so on...
To install the patch, just copy the contents of the patch to the Fallout 2 -directory, and make sure that you answer "Yes" to every question about replacing files. There should also be readme -file which also desrcibes how to install the patch.
And about your problem... besides of patching I can't think anything else than trying to reinstall the game. It may help. Also, how many times you have tried? Maybe just booting computer may solve the problem. And also, this may be a stupid question but I'll do it anyway, are you sure that your comp meets the minimum requirements?
It could also help if you can post the exact text from the error message.

well it seems like if all you have to do is unzip the files into the fallout2 folder, then i already had the patch installed. but the fallout2 icon has this old guy with glasses on it... is that supposed to happen? o.O
the first time i installed the game, i actually had a problem loading the game and saving... the same thing would happen. then i reinstalled and now the error happens at the world map. weird... maybe i'll reinstall again if there's no other way. here's the error message
the window is,
APPLICATION ERROR C:\Program~1\BlackI~1\Fallout2\FALLOUT2.EXE
the error message is,
Instruction at 004d4fb3 referenced memory at 00000020
The memory could not be read from
Click on OK to terminate the application
and about my computer, it's a windows xp with sp2. i've seen lots of topics about the windows xp screwing the game over, but i've put the compatibility on windows 98 and my problem seems to be a bit different.
and suggestions with this info? |

| | The guy with glasses is a Fallout icon if you have Large Icons option enabled, it's nothing to worry about.
About your problem: have you tried running it in compatibility mode? It could help, but if it doesn't, try to reinstall the game and run it without patching. |

| | | Or you could try to use another patch.
It might also be a damaged disc, I guess. Try cleaning your CD.

| | | Never had a problem playing Fallout 2 on Win XP SP2. Tried to google up your error, I got one hit. The conclusion of it seems to be a corrupted file because of a scratched CD.
Try to install it on another computer and see if you have the same problem there.
If yes: Try to get a new CD from where you bought it. Or buy it anew if that isn't possible ( I think there is a Black Isle Compilation out that is quite cheap ).
If not: There is some hardware or OS problem with your computer, may be a bad memory module ( if hardware ) or your OS. Use Memtest for your memory ( let it run a whole night to get good results ), if that isn't conclusive only a reinstall of Windows might help...
