i am just wondering.... how do i go about meetiung the mayors wife. is it storyline based or do i have to randomly encounter her?

you will meet her when you sucessfully beat all the openants in the arena

following the game main quest, you will fight in the arena
winning the arena (every level, i think) will give you a cut scene where the mayor invites you to visit her.
then, you can court her and maybe marry her.
