Couple Quest not working ...

Well i just got TLC and for some reason some quest arent working ,

i cant seem to finish the hobbe quest with whisper , time wont go down 3:30

-Hobbe killing contest ( the 3:30 timer wont go down ! )

-Find Bandit seeres ( TwinBlade dont move and has no HP bar ...just sit there and get bashed )

Those do indeed sound like glitches. Hero save your progress and attempt the quests again, although there may be a more complicated way to fix it.
