Wand Charges Missing?

While working on our equipment database, I've found that all wands that you can either purchase or loot in the game show as having 0 charges left. It's not just a typo, either. None of the wands that I've tried actually work.

Is this just a nasty bug that ended up in the release version of the game? Or am I missing something here?

Wow. That's, uh, quite a bug. I'll look into it from my end and report back.

It's just a bug with the counter, I've had no problems using the wands, and once you use them they usually say the correct number left.

Note: Also, there are restrictions on which characters can use wands. This is from a forum post regarding the original Dnd but it probably applies here as well.

Sir Bayard: "You can only use the magic items of your own school of magic. Wizards can only use arcane staves/scrolls/wands, clerics divine. The one thing outside that is Bards and Rogues with the Use magic Device skill. They can use that skill to activate magic items. So, no, a fighter can't use a stave of healing, but yes, a rogue can sue a wand of magic missile."
