Questions on skills Dual Wield and Alacrity

Ok, quick questions:

1. Dual Wield add dmg only to the weapon on the left hand, or both hands?
2. Alacrity works with two-handed weapons? I know it said "melee" but just asking to be sure...

Not sure about weapon damage, but Alacrity definitely speeds up 1-hand melee as well. I use it well with my shielder.
