Vartugg-Alliance?

I went into the local dungeon and freed Valdane I think his name was. Im then supposed to go visit Vartugg and he asks if I've set up the alliance. So I run back to where the father of Valdane is at the tents and the old man is no longer there. So is it possible to set up the alliance or is the story line that you cant and you have to go do an errand for him by going and retrieving some item in the vale of ruin at some altar?

Dont worry about the alliance, its not gonna happen even when you finish the game. Do the errand. You have to put the vial in the altar in the vale. When the messenger, one that resembles a succubus, comes flying from the mountains, it usually get stuck. Just keep reloading a move away from the altar when you retry. It will eventually come done and give you a quest. After go to the tomb of souls and bargain with vorattus. Next, return to vartugg and he sends you on your way to the final relic.
