Can i combine roque and imperial to gain heavy armor to roque.

Imperials receive learning bonuses for Weapon, Pole Weapons, Armor, and Athletic skills, and may use Heavy Pole Arms, and wear Heavy Armor.

If you haven't selected 2 second tier classes, then you can certainly choose this path. Choose wisely though. I haven't used heavy armor myself. I prefer the imperial and samurai stuff. Looks great and gives parry and strike bonuses to mitigate its lower armor rating.
