Parry - working or not?

I've seen some posts lately that mentioned something about Parry not working - I wasn't sure if parry doesn't work at all, or only things that enhance parry. I only have to points put into parry at this point, but before I go putting a ton of points in there, I want to see if I'm wasting precious ADV points on something that isn't functioning.

You definitely don't want to spend points on parry until it is fixed. Parry itself works as far as I know, but the skill doesn't help it to improve. I do believe that parry bonuses from equipment, such as the imperial armor set provides a useful enhancement. Heraldries are also broken and won't help at all.

Parry skill seems to work in CE 1.5 as I have one character I took Parry skill up to 16...and it seemed to help when I was fighting Moonbeast. I wasn't getting knocked around anymore. But, that could have also been because I raised my Dexterity up to 115 and my Agility up to 111 having a natural Parry of 58. But, it is of my opinion that Parry skill does work. Anyone else thinks it works in CE 1.5?
