well I have 101 strenth and level 9 medium armour and level 8 heavy armour, I just got some crazy new sword but my penilty is -19 how do I get ride of the penilty

You know the difference between weapons and armor, right? One of the weapon skills would probably help you out.

I have level 10 light weapon and level 8 medium and I still have penitly

If it's a heavy weapon and you don't have that skill, then you'll always receive a penalty.
