How do I see the king?

Could someone please clue me in if there is some trick to seeing the king in Fargrove? I have done most of the quests that I can do within the city of Fargrove (letter, seer, Celestine), but each time I approach the manor the guards shoo me away and the gate won't let me in. Needless to say, I am still stuck in town. In a similar (perhaps) vein, I have not been able to find whatever key or artifact is required in the mansion to enter the locked portions in the basement. It seems to me that there should be some way to get across the hall to the other upstairs room, but I have not been able to find it. Any advice is appreciated.

The celestine sent you on a quest to get an artifact. Have you done that yet?

It sounds like you need to talk to Aleister in the Arcane Emporium. He'll give you a letter to deliver to the king.

For the mansion, you need to jump across the upstairs room with the collapsed floor.
