first time useing a dl editor

i never used a editor befor so can some one plz explain where an what to download to get an editor. i have heard that someone has used the editor on the top of the forum of dl an they did everything to their char like skills,statsbut it also made them be level 8 how is that possible if they were level 19?....so can some one plz help me so i wont make that mistake too. i also know u can get pass the water jumping puzzle too so u also tell me how thx alot
