Celestial Shrines quest? Didn't save Tiger master guy?

I'm not sure why, but the guy at the Empyrean temple won't give me the candles for the Celestial Shrines.
Any ideas?

Also I got the quest to save the "Master" from the tiger path guy and the "master" got killed. Is that a dead quest now? The tiger path guy won't give me anything new, just said he was sorry to hear I didn't save him.
