Where is everybody?

So I just got the StoneAxe from the Dwarfs mines and was on my way to sign on the Dwarven council guy but now the only character on the screen is mine. In the mini map it shows the green Xs where there should be people located but on the main screen there is no one. Please tell me I am not going to have to start from the beginning. I have added the V.1 patch from the divine divinity main site.

Did you install the latest patch, from the developers' website?
