It therefore happens after you've traveled inside Maradamus' house, and gotten him to un-freeze Lanilor. I think it may be right after you've figured out how to set the four statues to the northwest of George's house.
Once you've got one, you drop it, and you'll be whisked to the other. I would suggest grabbing the one down there and jumping back unless you've acquired a few decent levels, because you're in a room with about 6-8 skeleton archers.
