There's a general market after you get thru the starter places(dungeon and meeting the mage) towards the northeast. I don't recall the exact place, but you can randomly purchase spell books there.

Save before you visit a merchant. The kinds of items they sell are constant, but the exact items within each category are randomized when you enter the shop. So any merchant that sells skill books (except in the third, final section of the game) will have anywhere from 0-2 available.
